Solar Panel (PV) Permit Submittal Instructions & Checklist
The City of Kemah is committed to supporting responsible solar energy development. This page outlines the minimum submittal requirements and applicable codes for solar photovoltaic (PV) systems. By following these guidelines and submitting complete documentation, applicants can help ensure a timely and efficient review process.
Purpose of the Pre-Submittal Checklist
The Solar PV Pre-Submittal Checklist identifies the minimum documentation required for permit application review. Its use is intended to:
- Promote transparency and consistency in submittals
- Reduce the need for revisions
- Improve application quality
- Expedite the review and approval process
Applicable Codes and Design Criteria
All plans and documents must comply with the City of Kemah’s currently adopted codes, which include:
- 2021 International Residential Code (IRC)
- 2020 National Electrical Code (NEC)
Solar PV systems must be designed to withstand a minimum wind load of 150 MPH, in accordance with local requirements.
ll contractors submitting solar permit applications must be registered with the City of Kemah. In addition:
Electrical contractors must hold a current Master Electrician License issued by the State of Texas.

Review Timeframe
The City of Kemah strives to complete the initial review of complete solar PV permit applications within 10 business days.
Please note that processing times may be extended due to:
- Missing or incomplete documentation
- Lack of required HOA approval (if applicable)
- Incorrect code references or substandard plan sets
Permit Fees
Current fee schedules are available in the City’s Fee Schedule. All applicable fees must be paid before permit issuance.
Permit Status and Communication
Applicants may check the status of their permit application at any time by logging into their MyGov account.
